I've never bought something on ebay, and I've wanted this camera for a while. It's only $305 in bids as of now, and anyways, I'm just scared of getting scammed, or buying the camera and finding out it doesn't work, or something bad like that. In my opinion you should ignore this listing.
Although every eBay Seller has to start somewhere, only 2 ratings aren't enough to inspire confidence.
The Seller says "... usually ships within 20 days of cleared payment ..." which I find ridiculous. Since eBay requires payment by PayPal, payment is credited to the Seller's account almost immediately. Perhaps the Seller meant to 2 days, not 20.
Did you notice that the Seller does not accept returns?
If the Seller has registed the camera with Nikon for warranty validation you may not have warranty coverage. Check with Nikon to see if the warranty transfers. 800-645-6689
Also, this may be what's called a "grey market" camera and lens. Its a genuine Nikon but the warranty may not be good in the U.S. You may have to ship it to Hong Kong or Singapore or wherever it was originally purchased for warranty service.
You can buy a brand new D5000 w/18-55mm VR lens for $849.95 at B&H.
A D5000 with 18-55mm VR lens and 55-200mm VR lens is $1,009.95 at B&H.

Are Digital Rebel XS and Kiss F just other names for the CANON EOS 1000D camera?

Or are it different cameras? I'm kinda confused. I believe it's the same but I'm not 100% sure.

They are all the same camera. Canon releases the same camera with a different name for different geographical regions.
Why? To slow the "gray market" trade.
What is the "gray market"? All camera manufacturers have authorized importers for different markets. These authorized importers then sell the cameras, lenses, etc. to re-sellers like Adorama or B&H or to dealers like your local camera shop or Wal-Mart or H.H. Gregg, etc. The authorized importer then pays fees to the manufactirer to support service centers, dealer training, etc.
However, it isn't illegal for you or I to buy cameras in, say, Singapore or Hong Kong and import them into our country. We can then sell them cheaper than sellers who bought from the authorized importer since we aren't paying out any money for service centers, etc. The consumer thinks he is getting a "deal" - until he needs service. If he's in the USA, no authorized service center for Canon, Nikon, Sony, Pentax, etc. will service the camera or lens or whatever it is - even if the consumer offers to pay. He is told to send the camera, lens, whatever, back to where it was originally purchased.
