There is a difference in the price of DSLR bodies and lenses. These are still not manufactured in India yet and therefore need to be imported. In some cases, the camera is available only outside India - case in point Pentax.
Many people do end up buying the DSLR camera and lens from outside as a result. However, while doing so, please keep in mind that warranties may or may not work in India.

Please help me to buy a Entry DSLR in india. The features i am looking for are Live View and Video Recording.
The Cost should be $ 450 only.
One other question is whether we can use lenses from other company with any of the DSLR?

No there isnt one new. You could look for a used one at that price in Mumbai CST camera market.
Nikon D3100 with LV and FullHD is 32-34k with kit lens as on today. Thats roughly at 700$.
Go for a decent bridge like Fuji HS10 (30x) or P100 Nikon. HS10 is very capable camera at $460 approx., Live View, Video, Electronic VF, Super Zoom and many other Unique features.
